1.
I take the image (300 x 250) I am using for the border
and I duplicate it (shift D). |

Click in Psp 5 and 6 Image/Effects/Pattern I adjust the setting until you find a pleasing effect.
In Psp 7 Click Images/Reflection Images/Pattern adjust the setting until
you find a pleasing effect. |

3. Your image should look like this:

Click Selection tool and crop the pattern so it is symmetrical. |
